Azure batch create pool function for 3DSTK

We need to create an Azure function that can spin up a pool of VMs for either Windows or Linux. This pool will be specific to 3DSTK and must have the QA tasks implemented

Acceptance criteria:

  • Able to specify number of nodes, OS type, port rules and VNET
  • Able to run tasks and monitor the success
  • Able to return if the pool is ready
