Can't finish install

I downloaded sd.webui, unzip it to C;, ran the updater, switched branch to dev, then run.bat. I get this error:

Alright — now we’ve come full circle, and this error is very clear and consistent:
BackendUnavailable: Cannot import 'setuptools.build_meta'

This is NOT a network issue anymore
This is NOT CLIP/open_clip itself
Your embedded Python (the system\python) is missing/broken setuptools

You are using the embedded Python that comes with Stable Diffusion:
C:\sd_webui\system\python\

That Python environment is corrupted:
setuptools is missing or broken
therefore build_meta cannot be imported
so ANY GitHub package (like open_clip) fails

1. Delete the broken Python environment
   Delete this folder completely:
   C:\sd_webui\system\python

2. ALSO delete venv (important)
   C:\sd_webui\webui\venv

3. Run installer again
   webui-user.bat

This will:
re-download fresh embedded Python
reinstall pip + setuptools correctly
rebuild everything cleanly

IMPORTANT (don’t skip)
Before you run it again:
Disable antivirus temporarily

Because earlier you had:
file locking (WinError 32)
download timeouts

Antivirus often corrupts installs mid-process

Several reason why CLIP is failing install, one may be that repositories is not correct, other it needs to be installed manually. Also versyion of pip and python need to bevalid.
