TPC: Adding macros to create correction maps on the Grid

staticMapCreatorCPM.C creates the correction map from the unbinned
residuals via the crossing point method

SmoothingExtrapolate.C Performs gaussian smoothing and extrapolation to
small unmeasured radii

voxResQA.C Makes default QA plots

TPCFastTransformInitCPM.C converts the correction maps to the final
splines
