Tool tips on question mark icons next to Skills on profile page

When adding new skills in a user profile, there are tool tips that correspond to each entry in the dropdown. These tool tips are currently humorous and should be confirmed as the intended text.

This is a good issue for people who are new to Github and want to practice the pull request workflow. An instructor can have students fork their copy of the repository to their own github accounts, have them edit the sample data in Visual Studio, commit their changes locally, push to their personal github repository, and do a pull request to merge their changes into the instructor's repository. The instructor can then have other students rebase their work with the approved pull request, and can create scenarios where merge conflicts need to be resolved.
