Geography Coverage Data for Campaign Edit page

Need to come up with a selection and storage mechanism for geo spatial data (zipcode list, city list, state list). From #35.

Should be able to:

• select neighborhoods
• define a boundary with zip codes
• define a boundary with city or state
• define a boundary with state

@OhMcGoo ultimately wants the ability to select Chicago neighborhoods in this manner: http://uw-mc.org/community-map/

This will require obtaining boundary/shape files. The selection and boundary entry options should be adaptive based upon state/city selection, and whether we have this information for that combination.
