The sequence_tools artifact is built separately from the develop branch. A number of tool versions were updated, since they finally support newer java versions. The java code on discvr-23.3 and develop was updated to reflect this; however, 23.3-SNAPSHOT still builds and uses the same artifacts. This PR backports the java8 -> default java changes so tests will pass.
