Disable folder collapsing behavior tweak

1. Disable folder collapsing when clicking on the title, but allow the initial expand.
2. Keep folder collapsing/expansion behavior the same as it is now, for when clicking outside of the folder text or on the expand icon, so the folder would still collapse or expand if clicked on the rest of the folder container besides the title.

Also I'm seeing some animation artifact and don't know if it's caused by other plugins. With the Disable Folder Collapsing enabled, the folders don't collapse or expand, but they jitter briefly when clicked, as if starting to change to collapsed or expanded but then the animation is interrupted and the folder would snap back to remaining in its current collapsed or expanded state..
