What do you want to work on?

I want to do #1098 for refactor Network Rules TUI panel to Policy Proposal Inbox. This updated view show the agent intent, validation, status and visual warnings for the rules. And still keeping the existing a, x, and A controls.

Why this change?

Currently, raw rule data in local sandboxes is a pain for reading and make the debugging slow. This change makes it much easier for us understand what agent want to do and catch the risk before approving.
