Description of changes

Various adjustments to network finance to fix bugs, both with the system itself and with save load.

• Fixes a few bugs with withdrawals leading to infinite money
• Adds a setting (available only through VV) to restrict cash withdrawals from a financial system
• Fixes a bug where network finance accounts would incorrectly be escrow'd on round start due to repeated network creation and deletion. This is solved by letting banking devices hold onto parent accounts as a backup at all times.
• Fixes a bug where money cubes would not connect on start
• A few other miscellaneous bugs I've forgotten about
