Description of changes
This vendor spits out crappy versions of a basic mining kit. Everything in it is considerably worse than what's considered 'bad' in that item's slot; the pickaxe is twice as slow as a normal pickaxe, the chemsuit slows much more, the oxygen tank has half the capacity, the ore bag has half the storage, and the light (while omni-directional!) is 25% dimmer than the normal lantern.
Still -- it's all free, making it ideal for a new player looking to go mining.
Why and what will this PR improve
This provides new players with the ability to mine on Outreach while still giving them plenty (and I mean plenty) of room to improve their equipment.
I am tired of loaning out gear, so I have this vendor to do it for me.
