Vertical scrollbar in context menu

Description

When opening a context menu, a vertical scrollbar appears even though the full list of items is visible.

Reproduction steps

1. Run the blockly playground from the v13 branch.
2. Open a context menu, either by right-clicking on the workspace, a block, or a comment, or by using the CMD+Enter keyboard shortcut on any of those elements.

Expected behavior: Scrollbars are not visible when all the items in the list are already displayed
Actual behavior: A vertical scrollbar is present regardless of the size of the list.

Browsers tested: Chrome 147.0.7727.102, Safari 26.4
