[v13.0.0-beta.2] Dragged out blocks from top-aligned simple toolboxes immediately delete on most of the workspace

Description

When using a top-aligned simple flyout that is initially rendered below the fold, blocks that are dragged out are treated as being over a delete area for almost the entire bounds of the workspace.

Reproduction steps

1. Open the multiplayground, and ensure browser window is short enough to need to scrol
2. Ensure the "Simple" option is selected at the dropdown at the top
3. Scroll down to the "LTR, Horizontal, Start" or "RTL, Horizontal, Start"
4. Drag out a block using the mouse
5. Observe that the deletion cursor is shown over almost the entire workspace, and that dropping the block does indeed delete it
