chore: bump 2.0.0-pre.64 → 2.0.0-pre.65

Rolls up the chat-intercept removal: the cheap-model "Codebase, no
need to dig deeper" path is gone, the Intent classifier is plan/agent
only, and the agent's system prompt now teaches it to answer
meta-questions honestly, parallelize independent tool calls, and
prefer dispatch_agent fan-out for multi-stream work.
