Relicense the project under the Mozilla Public License 2.0. MPL's
file-level copyleft maximizes adoption while requiring downstream
modifications to Devsy's own files to be published.

- Replace LICENSE with the official MPL 2.0 text
- Update CLA.md section 4 to reference MPL 2.0 as the current license
- Update docs: Devsy is now open source rather than source-available
