Description

Fixes a bug in azurerm_mssql_database during update where it attempts to set short_term_retention_policy. backup_interval_in_hours to a default of 12, which is not applicable when an elastic pool with HS sku is used. This PR makes short_term_retention_policy. backup_interval_in_hours computed and sets the default of 12 in the code instead to work around this.
