[TestCase] TestAccVpnGatewayConnection_* - fix test cases

Description

Recently we noticed that test cases related with VPN Gateway Connection failed on Teamcity Daily Run. After I investigated, I found that service API will generate a key for the user if shared_key isn't supplied. So, I have to mark this property as O+C to resolve this issue. I refer to the existing PR #27560 since this is the same fix for this issue.
