Description

This PR upgrades the ACI API version from 2023-05-01 to 2025-09-01. There are a couple of version mismatches after this ugprade, which can be found at db4a879.

Additionally, fixes two trivial test case failures due to updating force-new properties, instead split the steps to their own test cases.
