dashboard: Update avaiable major versions of Grafana in grafana_major_version

Description

Changes the grafana_major_version from allowing 10 and 11 to 11 and 12, which reflects the versions available through the Azure.

This is not considered as a breaking change because the migration is already done on the service team side. Related PR: #28884

Hi @jiaweitao001 is it possible that existing resources could be still be using version 10? If so, then we should deprecate this rather than just remove it.

According to the service team, they have already deprecated version 10 on their end so the experience will be exactly the same as the linked previous PR. We can go ahead and remove the old version.
