Problem

#12301 added initial intrinsic mode support, but we still need state mode.

Solution

• Add the necessary KV state and singleton implementations
• Look at FeeCalculator implementations on consensus node for calls to feeContext(). Here's an example.
• Add integration tests for each transaction type that has a FeeCalculator that requires state.
