Go Client CLI Pre-Alpha Launch (without KBFS)

It would be great to launch a Go Client Pre-Alpha that does what the old node CLI did, but without KBFS. This will allow us to get a fair amount of debugging done on the keybase Go client independent of KBFS. It will also get our feet wet with the various installation strategies.
