kernel: add turbostat patch

Summary

What does the PR accomplish, why was it needed?

Backported for ICM 798734139. This may be removed if we update to 6.9 (when this patch was introduced).

Add --no-msr option to allow users to run turbostat without
accessing MSRs via the MSR driver.
