Can't install ipykernel

Issue Type: Performance Issue

I tried to install the ipykernel extension for python, but it seems that there is some problem with the download.

Extension version: 2020.8.103604
VS Code version: Code 1.48.2 (a0479759d6e9ea56afa657e454193f72aef85bd0, 2020-08-25T10:13:11.295Z)
OS version: Windows_NT x64 6.3.9600

it's showing this:

PermissionError: [Errno 13] Permission denied: 'C:/Users/DEEP'
'A~1' is not recognized as an internal or external command,
operable program or batch file.

Debartha Paul (@itsdebartha) Thanks for reporting this and sorry about the issue. Can you give me a little more information about your exact scenario here? Are you trying to start a notebook or the interactive window and you are getting the prompt to install ipykernel?

Also to help with any debugging could you please set the setting Python->Logging->Level to "debug" and when you repro the install failure please copy the contents of the Output:Python window into a file. Then you can post that file in a comment here. It has debug logging that can help to diagnose these issues.

I am trying to start a Jupyter notebook in VS Code and getting this install prompt:
Data Science library ipykernel not installed. Install?
On hitting 'Yes', this shows up:

Debartha Paul (@itsdebartha) Looks like it's having trouble resolving the user name (DEEP & AVRA) with the space and the ampersand in the path. I was just recently working with a customer who was having similar issues, and I build a custom VSIX for them to test it out. Could you please check the instructions here and see if the issue is resolve with my new build?

Ian Huff (@IanMatthewHuff) I tried out the method you provided. But it's showing this:
Cannot read the extension from c:\Users\DEEP & AVRA\.vscode\extensions
and this also:
ENOTEMPTY: directory not empty, rmdir "c:\Users\DEEP & AVRA\.vscode\extensions\.ms-python.python-2020.9.0-dev\pythonFiles"
and then nothing is happening when installing the file you provided.

Hi,
VSCode 1.50.1 on Win10
On running any .ipynb cell using conda's (conda 4.9.2) environment I am getting this message:
Python 3.8.6 64-bit ('teachopencadd': conda) requires ipykernel to be installed.
then on attempting to install ipykernel this error message is displayed: IPyKernel not installed into interpreter Python 3.8.6 64-bit ('teachopencadd': conda).
The conda's environment has ipykernel already installed.
