According to openBackhaul/ethernetContainer#64, bundling-is-on attribute will be marked as deprecated and be removed from EthernetContainer data in the next non-backward compatible release of EthernetContainer.
NEP currently uses this attribute.
It therefore either shall be removed completely from the NEP implementation or it could be kept, but the description needs to be updated to state that this attribute will not be filled. (In general non-key attributes, which are missing are to be returned empty, but this was not stated for EthernetContainer - but this also referred to attributes, which are potentially returned for a device, whereas bundling-is-on will not be supported anymore by devices).
