feat(linter/plugins): add ecmaFeatures to parserOptions (#18313)

Add `ecmaFeatures` property to `context.languageOptions.parserOptions`, with `globalReturn` and `impliedStrict` properties.

In normal operation, these are set according to the source type. In conformance build, they can be overridden by config.
