Description

This ticket is a sub-section of a bigger ticket: #6462.
Some foundational work for the bigger ticket has been started in this PR: #6467.

The purpose of this ticket is to create a feature flag (using the Flipper gem, which I believe is already being used elsewhere in the app). The new design for the contacts table will be behind a feature flag so that it can be gradually phased in for each organisation.

Hey! No preference from me. That said, I'm not super familiar with flipper, and I'm still pretty new to working with Casa, so it could be worth asking someone more experienced, maybe in the Slack channel :)
