Recently, I have found that this proposal has reached stage 4, but I found that most browsers does not still lift such a template literal restriction, and I want to know is the proposal still work?

The raw in my opinion was much needed so thank you that this reached stage 4. Could we take this one step further add maybe introduce String.rawer for times you want to use ${ and bakcticks in RegExps? ...

I assume the intent is that the syntax error suppression would only be for tagged TemplateLiterals. The undefined approach seems plausible for it, but \unicode in an untagged TemplateLiteral should still ...
