empty commit: hard reset dev branch for 2.3 fixes

- the dev branch has been rewritten so that 2.3 fixes are now before 2.4
  commits, and in the future hotfixes can be easily created from this
  point onwards
- the tag dpv-2.3-dev represents the commit for dev branch for 2.3
