[Improvement] Platform-Hosted Agent Deployment Lifecycle

Currently if you deploy an agent and want to turn it off you have to delete it. But that wipes out your configuration.

The following improvements would be helpful:

1. Add a pause feature for each project where it undeploys the agent, but the configuration is kept. Click the pause again and it redeploys and comes back to life. (Solution suggestion for: Capability to undeploy agents deployed in amp #166)
2. Add an export / import configuration which auto populates the "Agent Details" screen.
