Our ReadTheDocs site has stopped getting updated. Looking at the build errors here:
https://readthedocs.org/projects/opencolorio/builds/
There is a message:
"The required .readthedocs.yaml configuration file was not found at repository's root."
Comparing against some of the other ASWF projects, they already have this file. This PR is based on looking at how the other projects have theirs configured and doing something similar.
