Merge the noir structs used in aztec-nr and noir PKC

Some data structures (like PrivateCircuitPublicInputs) are replicated between aztec-nr and the private kernel circuit library. We can extract those to common libraries.

This seems useful to address as part of #3533 as it probably will overlap a bit with common libraries etc.
