Move utilities and types needed by both protocol-circuits and noir-contracts to a shared place

In plenty of the places the utilities and types are needed not just in protocol circuits but in noir-contracts as well. Currently they are just copied over. We should move them to a shared place.

Look for TODO(#3470) in the codebase to find the cases I've stumbled upon.
