feat(Keys_Viewing): Make AES oracle available in noir

While we need #5866 for a proper implementation we can progress greatly on the key specs by for the time being using an oracle with the same expected api, and then use a typescript implementation.

As for #5868, we can use the outlines from Aztec Connect.
