Make bootstrap.sh and run_test_local runnable from any path location

Several bash scripts work only if run from a pre-defined location (e.g., circuits/cpp).
We would like them to be run from any path location. The following scripts will be adapted:

bootstrap.sh
circuits/cpp/bootstrap.sh
circuits/cpp/scripts/run_tests_local
l1-contracts/bootstrap.sh
