[devnet] L2 bootstrapping on new deploys

When re-deploying devnet changes, we need to also "bootstrap" L2 by deploying some necessary contracts:

• Key registry
• Fee Juice
• Fee paying contract
• Auth registry

As well as contracts that can help with development:

• Standard Token
• Default schnorr account contract
