Don't choose composer at bberg compile time

We might need to use Honk & Ultra & Standard Plonk at various levels of the rollup eventually. To that end, it seems strange that there's a single -DUSE_TURBO flag when compiling bberg. Ideally we want any invocation of a circuit to choose its own composer, independently of other circuits.
