Investigate using fixed string to seed the resources token in the python-mongo template terraform. the resource token needs to be uniquely created per env using a unique combination of (sub/env/location).

Update : with terraform provider supporting remote state, azd is able to share env, and use azd env refresh cmd to pull changes without redeploying resources.
