This PR moves the instructions for writing changelogs into separate custom agents:
.github/agents/changelog-core.agent.mdcli/azd/CHANGELOG.md) and version.github/agents/changelog-extension.agent.mdcli/azd/extensions/<ext-id>/CHANGELOG.md) and versionBecause the
inferproperty is set totrue, when using the Copilot coding agent to assign the issue, you can either set the custom agent manually or use the default Copilot option and it will automatically invoke the custom agent based on the context:
