[Epic] Java Support in Core Tools

Tracking design discussion and work for potentially supporting Java in core tools (maybe when workflows are brought in). Currently, Java is not supported in core-tools and the guidance is to use one of the following supported environments.

Now:

• Add logging to make sure customers do not use func new with Java.
  • Func new not working for java runtime #4539
• Remove misleading documentation regarding Java support in core tools.
  • Remove misleading documentation on Java support in core-tools #4580
