Updates to samples

This PR does the following:

1. Add examples for a notification endpoint as an Azure Function for C#, Python, and TypeScript
2. Add example of a minimal template for use by a Managed App provider who already has a Terraform template that works.
3. Add an example of how to deploy a terraform template to a Managed Application Resource Group.
4. Update the existing templates to the latest ARM templates, allowing for examples that will pass certification.

Looked through what has been changed, I don't see any issues. New CUIDef is used. Verification of packages and their deployment success is left to author to verify with all. Ran through the notification example.
