Add Jackson Avro Back to Build and Release

Once the dependencies of azure-core-serializer-avro-jackson resolve the CVEs they contain add the module back to build and release. This will require updating the azure-core ci.yml and pom.xml and updating the Jacoco test coverage pom.xml.

Given that this has been open for a while without a request for this library, I'm going to close this until a request for Jackson Avro is requested.
