International support for ServiceBus in Java SDK

Currently, the root of the service bus Uri is hard coded in Java SDK. It is impossible for the client to point to a different Windows Azure Instance. As Windows Azure is going global, this becomes a hurdle, we should stop doing that ASAP.

The ServiceBus unit tests expect the URIs to be defined like this:

set serviceBus.uri=https://XXX.servicebus.windows.net/
set serviceBus.wrap.uri=https://XXX-sb.accesscontrol.windows.net/WRAPv0.9

Can you point out where the URLs are hard-coded?
