[Event Hubs] Add IoT Resources needed for sample to ARM template

• investigate if possible to add IoT Device + IoT Hub to ARM template, then add --> YES, choosing not to add to keep sample simple. Links for sending + ARM template below.
• update sample for sending to IoT Hub and verify that receiving works.
• check whether customer PR problem can be reproduced. -->YES

Was able to reproduce the issue in the customer's PR. This 25 character limit seems to be imposed by the service, since the built-in Event Hub endpoint is cut off if it exceeds 25 characters.

Waiting to see if anyone else from the feature crew has encountered this or has seen documentation stating this limit.

Can create IoT Hub with ARM template. Need to use a Device Provisioning Service to create a IoT Device within the Hub automatically. Follow this link.

Update: Reaching out to IoT Hub service team to find out why they are truncating the name to 25 characters.
