pypy3.7 failing install - invalid version spec

This is occurring because the Ubuntu 18.04 agent does not have pypy3.7 on it. Easiest way to resolve this is to bump the tests-weekly to ubuntu 20.04. I'll submit a PR for that and invite discussion.
