Added some extra files for building with
poetry, as part of the process of moving to CodeArtifact / integrating with CMT-C. I also loosened the constraints in these files on scipy and numpy (didn't loosen them in setup.py ... maybe I should). I think these files (pyproject.toml and build.py) can coexist alongside the existing build system.Confirmed unit tests pass.
