Integrate ADK framework into Runtime and SDK

Migration the following functionality from the ADK external framework into the Runtime and the SDK.

• External command configuration
• Code block functionality
• Code builder functionality

Completed first pre release SDK deployed to nuget. Runtime installer vsix still in internal and partner testing.
