Added dcterms prefix to 7 files per @swartik's issue 471

@mark-jensen The declaration issue is why the build was broken, so in effect the QCs picked up on it though the debug explanation was a bit opaque. The explanation in GitHub Actions was:

Fatal Error] :1:1: Content is not allowed in prolog.
INVALID ONTOLOGY FILE ERROR Could not load a valid ontology from file: ArtifactOntology.ttl

Running ArtifactOntology.ttl through rdf converter resulted in a more informative debug explanation:

Error! Turtle Parse Error: namespace prefix 'dcterms' used but not defined on line 14, column 88

In any event, this PR should resolve the problem.

Weird that it didn't cause an issue when I ran the exact command locally on Artifact before the fix was made.
