@mark-jensen The declaration issue is why the build was broken, so in effect the QCs picked up on it though the debug explanation was a bit opaque. The explanation in GitHub Actions was:
Running ArtifactOntology.ttl through rdf converter resulted in a more informative debug explanation:

Weird that it didn't cause an issue when I ran the exact command locally on Artifact before the fix was made. |
