Describe the bug

Unable to invoke settings card when narrator is on (in scan mode)

Steps to reproduce

- Enable narrator (Narrator + Ctrl + Enter)
- Navigate tab to a clickable SettingsCard
- Once SettingsCard is focused, press Enter
- Expected: Button invoked
- Actual: Narrator says "Focused on {card title}"
