…t spec Bumps src/manifest.json version 0.3.0 → 0.4.0 per ADR-024 §7. Designed as the smallest possible Hydra config-only spec to validate the Stage A pipeline end-to-end after the safe.directory + PR-create fixes (hydra PR #232, #233). Expected wall time 15-25 min for full build → quality → review → security → applier flow. If this spec runs clean, the bigger ADR-031 chain specs are unblocked. If it fails, the failure is pipeline-side (not spec-side), since the diff has zero semantic risk.
