lib/Settings/decidesk_register.json): Meeting (scheduled + reminder), ActionItem (assigned + overdue), Motion (submitted), Decision (recorded), PublicConsultation + BudgetProposal (participation deadlines).Key caveat (from the fleet plan):
ActionItem.assignee,Motion.proposer, andParticipanthold participant names / email strings, NOT Nextcloud uids — sokind:fieldis NOT used for them; rules route tokind:object-acl+kind:groups. No named lifecycle transition actions exist, so status-change rules usecreated/scheduled; the precise lifecycle-entered form is deferred tonotification-updated-field-change-condition.Source of truth: hydra/openspec/fleet-notification-plan.md (decidesk row + caveats).
