Bumps @conduction/docusaurus-preset ^1.x → ^2.6.1; trims
localesto['en'](thenllocale had no translated markdown and was ENOENT-ing the build per ADR-030 §7); flips the documentation workflow to trigger ondevelopment. Docs build now passes.
